*What is the Global Gag Rule?

The Global Gag Rule -or Mexico City Policy- is a U.S. policy that prohibits foreign NGOs that receive certain categories of U.S. funds from using their own, non-U.S. funds to:

  • Provide abortion services

  • Counsel or refer for legal abortion

  • Conduct public information campaigns on the benefits or availability of abortion services

  • Advocate for liberalizing abortion laws or lobby for the continued legality of abortion

In practice, the Global Gag Rule has blocked critical funding for several sexual and reproductive health services like contraception, maternal health, and HIV prevention and treatment. It also has increased forced or unwanted pregnancies and unsafe abortions.
